世界とつながる日本の山 ― FAOからのメッセージ　Japanese Mountains Connecting with the World – A Message from FAO: "Water connects us all"

2025年12月6日、「国際山の日2025」記念シンポジウム テーマ：「山と水：氷河と流域社会を考える」が開催されました。
On December 6, 2025, the "International Mountain Day 2025" Commemorative Symposium was held under the theme: "Mountains and Water: Thinking about Glaciers and Watershed Communities."

本シンポジウムの冒頭では、ローマに本部を置くFAO（国連食糧農業機関）山岳パートナーシップ事務局より、私たち日本の「山の日」へのエールと共に、世界が直面する課題についての力強いビデオメッセージが届きました。
At the opening of the symposium, we received a powerful video message from the FAO Mountain Partnership Secretariat, based in Rome. The message sent cheers to Japan's "Mountain Day" and highlighted the urgent challenges the world is facing.

1. Welcome and Solidarity: Connecting Japan’s "Mountain Day" with the World

グルッス氏は冒頭、公益財団法人「全国山の日協議会」による本シンポジウムの開催に謝辞を述べるとともに、当協議会が2025年より「マウンテンパートナーシップ（Mountain Partnership: MP）」の正式メンバーとして加わったことを歓迎しました。
Mr. Grussu began by expressing his gratitude to the Japan National Mountain Day Council for organizing this symposium. He warmly welcomed the Council's formal accession as a new member of the "Mountain Partnership (MP)" in 2025.

また、日本が世界に先駆けて制定した国民の祝日「山の日（8月11日）」の意義を高く評価し、称賛を送りました。
He also highly praised and commended the significance of Japan’s national holiday, "Mountain Day (August 11)," which Japan established ahead of the rest of the world.

【マウンテンパートナーシップ（MP）とは】 23年前に設立された、山岳地域の持続可能な開発と環境保全に特化した国連唯一の任意連合です。現在、74の政府を含む約700のメンバー（政府間組織、市民社会、民間企業など）が参加し、山岳地帯への投資促進、レジリエンス（回復力）強化のための提言、知識共有、共同行動を世界規模で展開しています。
[About the Mountain Partnership (MP)] Established 23 years ago, the MP is the only United Nations voluntary alliance dedicated to the sustainable development and environmental conservation of mountain regions. Currently, it has about 700 members, including 74 governments, intergovernmental organizations, civil society, and the private sector. The MP operates globally to promote investment in mountain areas, advocate for enhanced resilience, share knowledge, and take joint action.

2. 2025年のテーマ：「氷河」と「水」の危機
2. The 2025 Theme: The Crisis of "Glaciers" and "Water"

今年の「国際山の日（12月11日）」のテーマは、「氷河は山岳地帯とその周辺地域における水、食料、そして人々の生活にとって重要である（Glaciers Matter for Water, Food and Livelihoods）」です。
The theme for this year's "International Mountain Day (December 11)" is "Glaciers Matter for Water, Food and Livelihoods."

これは、2025年が国連の定める「国際氷河保全年」であること、そしてWMO（世界気象機関）やUNESCOと連携した啓発活動の一環でもあります。
This aligns with the United Nations' designation of 2025 as the "International Year of Glaciers' Preservation" and is part of an awareness campaign in collaboration with WMO (World Meteorological Organization) and UNESCO.

【直面する課題】
[Challenges We Face]

• 20億人の命綱： 氷河、雪、氷からの融解水は、世界人口の約4分の1にあたる約20億人の飲み水、農業、エネルギー生産を支えています。
A Lifeline for 2 Billion People: Meltwater from glaciers, snow, and ice supports the drinking water, agriculture, and energy production for approximately 2 billion people, or about one-quarter of the world's population.

• 気候変動の影響： しかし現在、気候変動により降雨パターンの変化や氷河の急速な後退が進んでいます。これは水供給の安定を脅かすだけでなく、自然災害のリスクを増大させ、貧困や食料不安に直面している山岳コミュニティに甚大な被害を与えています。
Impact of Climate Change: However, climate change is currently driving shifts in rainfall patterns and the rapid retreat of glaciers. This not only threatens the reliability of water supplies but also increases the risk of natural disasters, inflicting severe damage on mountain communities already facing poverty and food insecurity.

3. 山の知恵と現代の連帯
3. Mountain Wisdom and Modern Solidarity

グルッス氏は、危機への対抗策として、山岳地域に根付く「強み」と、MPによる具体的な支援のあり方について語りました。
Mr. Grussu discussed the inherent "strengths" of mountain regions and the specific support provided by the MP as countermeasures to these crises.

• 伝統的知識の活用： 山岳コミュニティには、何世紀にもわたり継承されてきた知恵があります。段々畑、アグロエコロジー（生態系農業）、アグロフォレストリーなどは、土壌や水を保全し、災害リスクを軽減する優れたシステムです。
Utilizing Traditional Knowledge: Mountain communities possess wisdom passed down for centuries. Terraced farming, agroecology, and agroforestry are excellent systems that conserve soil and water while reducing disaster risks.

• 具体的な支援アクション： イタリア、スイス、アイルランド、アンドラなどのドナー支援を受け、MPでは以下のような経済強化策を推進しています。
Specific Support Actions: With donor support from Italy, Switzerland, Ireland, and Andorra, the MP is promoting economic strengthening measures such as:

o 山岳製品の独自のラベリング（ブランド化）制度
Mountain product labeling initiatives

o 小規模および女性主導の企業を支援するビジネスインキュベーター
Business incubators supporting small-scale and women-led enterprises

o 農家と持続可能な観光を結びつけるガストロノミー（食文化）ツーリズム
Gastronomy tourism linking farmers with sustainable tourism

o 伝統工芸と現代デザインを融合させたエシカルファッションの展開
Ethical fashion initiatives merging traditional crafts with modern design

4. A Message for the Future: "One Mountain Voice"

メッセージの締めくくりとして、グルッス氏は最も重要な視点を提示しました。
In concluding his message, Mr. Grussu presented the most critical perspective:

「Water connects us all（水は私たちすべてをつないでいる）」
山の問題は、山岳地域や氷河がある国だけの問題ではありません。水は山頂から生まれ、平野を潤し、沿岸部や海へとつながり、地球全体の持続可能性を支えています。
Mountain issues are not just problems for countries with mountain ranges or glaciers. Water originates at the peaks, nourishes the plains, connects to the coasts and oceans, and sustains the entire planet.

マウンテンパートナーシップは「One Mountain Voice（山岳の声をひとつに）」として、国連のプロセスにおいて山岳地域の課題が主流化され、誰一人取り残されないよう、世界に向けて提言を続けていきます。
The Mountain Partnership, acting as "One Mountain Voice," will continue to advocate globally to ensure that mountain issues are mainstreamed in UN processes and that no one is left behind.

Water on Earth starts in the mountains, connects to the sea, and sustains our lives. Glacial retreat, flood damage caused by climate change, shifting forests—what is happening in the mountain world right now?

今回のシンポジウムでは、グルッス氏からの世界的視点を受け、国内外の専門家が「科学」「防災」「文化」「地域社会」の多角的な視点から現状と未来を語り合いました。
Building on the global perspective provided by Mr. Grussu, experts from Japan and abroad discussed the current status and future from the multifaceted perspectives of "Science," "Disaster Prevention," "Culture," and "Local Communities."
